Drupalfr.be is the home of the french speaking Drupal community in Belgium. The website provides documentation in french about Drupal through:

Six drupalers write blog posts about Drupal modules and keep the community informed about Drupal events; the guidelines are tight (no commercial announcement, for instance) but well accepted by the team.
